Private Pay Is Not the Same as Medicaid NEMT

A private pay transportation company can operate outside Medicaid, but that does not create Medicaid provider status, broker participation, trip assignments, or reimbursement rights. Medicaid NEMT requires the business to follow the applicable state and broker or managed care pathway.

Florida

  • Florida Medicaid delegates most NEMT oversight to managed care plans and transportation brokers.
  • For recipients enrolled in managed care, non emergency transportation generally requires prior approval through the managed care plan or its transportation network.
  • Providers must follow the current Florida Medicaid Non Emergency Transportation coverage policy, managed care requirements, credentialing rules, driver screening requirements, and vehicle requirements that apply to the actual contract.

Georgia

  • Georgia Medicaid uses a broker model for NEMT.
  • Effective April 1, 2026, Verida is the statewide Medicaid NEMT broker for all five Georgia regions.
  • Transportation companies seeking Georgia Medicaid NEMT trips must work through Verida and meet its contracting, credentialing, vehicle, driver, quality, and reporting requirements.

Interstate Passenger Carrier Checkpoint

If the business transports passengers for compensation in interstate commerce, FMCSA operating authority and federal insurance requirements may apply even when the passengers do not pay directly. Federal passenger carrier insurance minimums can be $1.5 million for vehicles designed for 15 or fewer passengers including the driver and $5 million for vehicles designed for 16 or more.
