Before Launch

1. Define whether the business will operate private pay, Medicaid NEMT, or both.
2. Identify the states, counties, routes, vehicle types, passenger needs, and accessibility services.
3. Complete the applicable managed care, broker, credentialing, insurance, vehicle, and driver requirements before accepting covered trips.
4. Confirm whether any interstate operation triggers FMCSA passenger carrier authority and federal insurance requirements.
5. Build trip authorization, dispatch, proof of service, incident, complaint, billing, and quality systems around the actual contracts.
